I had that happen recently, and was hoping that the availability on C might indicate that R is open, but it doesn't necessarily corralate.
On the flights I follow there are quite a few open FC seats by the tine the waitlist shows up.
I guess they are not clearing many in advance, trying to sell an upgrade,
