I have absolutely no clue about the US but in Europe, the hotels that switched to Crabtree in big bottles from the small single-use are not refillable, at least, not by the hotel. This is a choice by Hilton, as Sysco are making both kinds AFAIK.

These are sent back to Sysco and they refill them.
