The presence of a benefit in one list doesn’t preclude it from also being one on another. We saw the same with the double BAH TPs when they first came in, advertised for economy holidays but not club ones but equally valid in each.
Anything to encourage someone into a higher fare really, that's the point of mentioning them in one area and not another, obviously.
