If you're looking at open jaw, you could rent in Zagreb, drive clockwise, and return in Dubrovnik - you only pay 1-way fee within Croatia, but it allows for a nice circular route across the peninsula.
I actually put a 12 day reservation on hold, flying into Zagreb and out of Dubrovnik. Would we be able to cover any other countries other than Croatia on such an itinerary? Just looking at a map, I'm not sure if Bosnia and Slovenia are realistic.
