Uber is available at T5

Lyft is at T7 which is only one stop away; currently the train goes clockwise to T4 and back, but even if he had to go T5-T4-T5-T7 there's no reason it should have taken that long outside of user error or maybe a rogue raccoon on the tracks. Even CURB is available at the TWA Hotel, which I used last week.
From T1, you will take a shuttle to T8 and take the AirTrain one stop to Federal Circle (and the opposite for the return -- go to T8, again first stop, and take a shuttle to T1).
I would give yourself 30-45 minutes from drop-off to check-in at T1 given the current shuttle situation, though that is being very conservative -- it will likely be a lot quicker than that.
