I have to transfer T3 to T1 at NRT (Jeju Air to United). If I read the Narita website correctly (~50% chance I did) there’s an airside transit bus, but it doesn’t start to run until about 4pm, which is too late for my connection.

is that correct? Looks like other option is immigration, bus between terminals, and then back through inmigration.
