There have always been a select few partner and 3rd party lounges at international outstations that AC members can access when they're departing on an AA metal flight.
The only thing aa.com says is that Citi Executive Authorized Users do not have access to these partner and 3rd party lounges. Authorized Users have never been considered full AC members.
