The "best" value is typically international flights in business or first class, if you use a strict comparison of how many miles versus published dollar cost.
But it gets much more subjective, if you don' want or need to fly to those destinations.
Many domestic tickets can be redeemed for good value. It is smart to always compare.
Bottom line for me is that miles are ALWAYS going to devalue, so keeping them for some theoretical "best value possible" isn't the best choice, when they could be used to save real world dollars now.
