I am looking to enroll in Global Entry for the first time and I do not have an interview office near me. I plan to do Enrollment on Arrival on our next international flight. At LAX, at least, it was based on being in line at the closing time. The agent kept saying that she was closing at x PM and that would be it. We weren't sure if she meant those of us in line already were screwed or just new people would be out of luck. So, most of us just stood there looking dumb. At the appointed hour, she close off the rope behind us but left us all standing in line (and didn't say a word to us), but then did stay past the close to process those of us left. A couple of people gave up and left their spots. I don't think they can account for landing time in any reasonable way. (I was lucky that my plane landed early or I would have been shut out.)
