I wouldn't believe their automated decisions cannot be overridden. This is not to say that the representative you talked to has enough authority to override.

At this point, is there a strong reason to get a credit card from Capital One? Chase started a new credit card for people with no credit history - Chase Freedom Rise. This is not a secured credit card, and it comes with a nice rewards program. It might be worth trying for your son.
