We need to press national bodies to actually enforce the Regulation and issue fines for systematic breaking of the regulations by the airlines.
I doubt that anyone had a positive experience to DGAC.
All they do is relay the complaint to AF who returns the same answer they sent you.
For EC261, DGAC has no "court" power. They will advise you, but rarely fine the airline, unless serious problem.
This is quite a different situation in countries like UK and some others.
But AF is usually good with the claims. UNlike LH/LX.
