If you volunteer (not something that TAP generally does but never mind) then it's up to you and TAP as to how much you accept. Since some volunteers would be just LIS-PDL TAP should be able to offer a lower amount.

If you are Involuntary Denied Boarding then that's again different to delay and cancel compensation, but since in this scenario it's the last flight then you would get the higher amount.

A full flight doesn't always result in oversales or overbooking.
