My trip (TBC) starts before the end date (31/12/23) so would I get double tier points for the flights on 30th? Or would I miss out completely as the full travel period / hotel is not on or before 31/12?

My understanding is that the outbound flight and at least 5 nights of the hotel/car need to be before 31/12. If that condition is met then all flights on the booking (assuming they have a BA flight no) will get double TPs, even if the return flight was in January for instance. But based on your example, no, you would not qualify as while the outbound is before the deadline, your 5 hotel nights are not.
It is entirely possible that the offer is extended into 2024, but I wouldn't count on it.
