My total guess is that they will not apply the annual fee increases and/or AU chargeability to existing cardmembers until their 2024 annual fee, but at the very least nobody whose fee is charged before August 24th-ish needs to worry about an increase this coming year.
I'm in a similar boat, my renewal is early August. The email today says that we'll be officially notified in the coming weeks about when the fee increase takes effect. Indeed there is a 45 day notice required

I'm not sure if today's notice starts the 45 day clock or a later account-specific notice is required, but I'm optimistic that the August renewers don't have to worry.
