But yes, for a long while it has been a staffing issue that has kept the north security and immigration area closed, which is likely why they keep the lines they have for every one. It does seem that Haneda is betting heavily on having the domestic terminals running smoothly, as the lines are well under control there.
On July 18th ANA is reopening T2 international and moving 5 flights there. And while it is probably not found to reduce the number of people going through T3 that much, I can't help but wonder if the security resources had not been better used by opening the north security lane in T3 instead. But gate capacity is also strained in T3, so it is probably time to get some flights moved out of T3.
