2. And if they go with the exit row, am I correct in assuming that row 21 is better than row 20, since 20 doesn't recline?

The row behind 21 is regular economy and the seat is close. You may have a passenger constantly hitting the seat. Although 20 doesn’t recline it’s my preference due to the distance of the seat behind.
