If the intent was ORD weather was going to impact operations sufficiently systemwide, requiring a systemwide waiver, that seems to be overreach. So this waiver was impacting non-ORD TPAC and TATL flights? or where?
I could be wrong, but time will tell.
Points noted on clarification of the original post.

The question you pose in the context of what becomes overreach is only known by UA ops -- what areas of its network can they be sure will be unaffected by disruptions at ORD? Agree it's (probably) not systemwide, but also expect it's non-trivial.
