Here's a data point: I transferred 50K from Ultimate Rewards to Aeroplan to take advantage of the stackable 20% transfer bonus + 10% bonus for holding the co-branded Chase Aeroplan card. The transfer and the 20% appeared instantly (50K + 10K = 60K). But the additional 10% of 5K has not posted after 17 days. Chase is giving me the runaround, telling me to call Aeroplan. I called Aeroplan and they clearly have zero clue about this promotion. Agent can see the terms but her interpretation is it is not stackable - it is the higher of either promotion; her supervisor (an officious Francophone) agrees with her. Interpretation aside (they are wrong and often defensive when they don't understand their own partnerships or are confused by the terms), it is clear it is not their job to resolve this and if you are missing your 10% bonus like me, you have to call Chase, who will only try to put you back into the Chase-Aeroplan nightmare loop by transferring you.
For their part, the Chase agents don't seem to understand that if they put out an offer, the points come *from* them and not internally within Aeroplan. Calling Aeroplan is just an excuse to not do their job or find a resolution for the customer.

On a separate note, as an Aeroplan 50K I find their customer service appalling. The often communicate poorly and are defensive. To be told things like "I have never heard of such a promotion" and try to school me on the terms she is reading for the first time (obviously, since I have to even explain what "Ultimate Rewards" even means) is really condescending. They deal with customer assertiveness by becoming more rule-bound and officious. I live here, it's cultural, and why I'm medicated.
