Is it you get to the payment section, then it times out or gives an error? Sounds like IB's buggy website, I had similar when trying to book award seats a while back.

What's working for me at the moment is having one browser (MS Edge) that I use only for IB, and regularly delete all cookies/browsing activity etc. Not fool proof, but I seem to be having more success in booking tickets!
