what do you mean by 'the hotel blocked your account'? If there is a fraudulent charge you dispute it with the CC company. AFAIK a hotel can't do anything to your Bonvoy account and certainly nothing (like taking points) that Marriott corporate couldn't reverse.
My experience speaks to the contrary. The hotel literally placed a "block" on the account. The points and login were frozen and I was advised by the customer service this was due to an unpaid balance at the request of the hotel. This was several years ago, so unsure if this is still current practice but basically the account was held hostage. I'm sure if I had dared a chargeback for 10USD the same exact thing would've happened.
