Clearing the cache and the cookies might make a difference. I doubt the issue is IP-dependent.
I tried that first but that didn't work either. The weird thing was it was happening to both my phone and laptop, but resolved itself when I was using my VPN on either device. Was very strange, i've never seen that before.
