This is well hashed in one of the threads here. To keep it simple, no buying C+ doesn't give priority for upgrades. The confusion comes in because DL appears to make C+ look like a separate cabin from main. This is only done to control upgrades to C+. C+ is actually still part of the main cabin just seats with extra leg room.
