This isn't a grump at your or your daughter but I think making them wait is the best thing. I have been on busy flights where group 1 is held back for ages as loads of people pre board due to handing bags in.
My daughter wasn't involved in it, she only traveled with a small rucksack that can easily fit under the seat.
Having said that though, should it matter to group 1 if the bag-surrendering folks board first because after all, they no longer have any bags to clog up the overhead bins? The process of BA offering something in return for pax volunteering to give up their bags would seem to be a good one to avoid confrontation and delays - however if early boarding is offered the GA staff should obviously not then withdraw the offer.
