Actually,we weren't taking a second rollaboard. But we do need something more accessible and with a little space than the rollaboard. We were thinking of a backpack or similar.

There are the rules, and there is reality. As long as you don't make a big deal of it, and use the space under the middle seat, I doubt the gate CSAs or cabin crew are going to say anything. If you try and bring 3 oversized rollaboards, plus the pets, plus backpacks, etc... looking like sherpas headed up Mt Everest someone is going to say something.
Thanks. I figured we could try, and there is no way we can handle all that stuff and the dogs. What we planned on carrying was the rollaboard and the 2 dogs, plus some other sort of container, such as a backpack. But thinking about it, since we are each entitled to a carryon, the may not say anything about the extra personal item.
I thought about it being easier to ask for forgiveness than permission, plus let them know we're moving. That should get us some sympathy
