Notarized docs have never been required.
Forms with just one parents signature have always been accepted.
And while we have filled out this form ( https://travel.gc.ca/travelling/children/consent-letter)
many times when children were unaccompanied, accompanied by one parent, accompanied by
grand-parent - it was never once requested by airlines staff or immigration officials.
