Using this delay as a PR stunt and lobbying tactic for his push to spread around the blame and compensation costs for flight delays and cancellations. A not entirely unworthy suggestion that would make airports, NAVCAN, CATSA, etc be forced to take on some of that liability. But good luck making gov't or psuedo-gov't organizations financially liable for anything. And, as both WestJet and AC have tried to do - don't try to pass-off your own subcontracted staff and IT vendors as arms-length 3rd-parties and therefore not your responsibility.
