Hi,

With those times, you could go into Tokyo, view a few gardens or sights ( esp on the daytime layover). For the evening, a quick visit to Ginza or Shibuya or Shinjuku might be worthwhile. There is also the Haneda Airport Garden complex connected to the Intl terminal

The lounge is airside so it will be difficult to visit on arrival if you are going landside.
If you remained airside you would pass transit security ( some flights may bypass transit security ( ie US arrivals maybe) and then be in the departures area with the lounges. Once there however it is difficult to get back landside as you would need to get someone to escort you back to immigration.

I think there are left luggage facilities landside which might be your best option for your backpack
