I feel the same way about TPA given it has flights to all UA hubs and has seasonal service to CLE. There is even space in Airside A for such a club! The Airside was designed for a Continental President's Club but they never opened it.
I could be much more easily induced to fly into SLC than TPA, or even SMF.
The relevant calculation is more heavily weighted toward how many
additional passengers might pass through an airport by opening a United Club there, not necessarily how many already use it.
United Airlines is in business to make a profit. Social services are not the first priority.
