Per a lounge agent at YYC last week, they tried to institute the new rule but their IT system couldn't handle it. So it's suspended / on hold until further notice.
Although the AC website clearly discloses the 3 hour rule as a policy, so regardless of what the scanner says if they are pretty full they could still turn you away based on that. Having this up on the website probably adds enough of a deterrent effect anyways.
