Not so much a United question, but one for Boeing. Most likely it's simply because this would be a significant enough change to require them to re-certify the aircraft with the relevant authorities, and that's simply not worth the cost. New generation aircraft, including the 777X, do include these windows - but just like the 787 the aircraft was designed to have them from the start.
