I've been told both FEBO exists and that it doesn't. Who knows, especially nowadays where flight has same number both directions. (I was told E/O went away in favor of N/S and E/W)
FEBO does indeed exist for flights in the fifty states; if the FA doesn't follow it, he/she is not following service standards. If the same flight number is used in both directions, FEBO still applies. Nothing in our service standards tells us to go by direction of flight. If, for example, flight number 123 is used for ATL-LAX and then again for LAX-ATL, meal orders should start from the back of first class on both flights since the flight number is odd in both directions.
