Award accelerator offers are dynamic. Shorter flights tend to get smaller offers. He could try booking various city pairs looking for something closer to the 7.5K he needs. At the moment, I have an offer on MSO-AUS for 8K miles for $181.

Pretty much anything else is going to be (a) much slower, (b) more expensive, or (c) both.
