Not sure if any airline will accept this as kosher since it has no date!
I’m not sure why your wife was denied in Feb 2023. The removal of the requirement of the sticker has been in place since 2015. I haven’t had any issues traveling without the old passport at all, including during the time period you mentioned and last month with just the OCI and my current passport.
