mjm I failed the finger scan at HND airside after repeated tries. The agent said that I could try again later so I went to the Immigration Office near Shinagawa and after a couple scan attempts, I passed and got my card.

That said, it took me several hours just to get to the front of the queue in a sweltering, chaotic government office. So perhaps only as a last resort...
