19A and 19F have the tray table in the armrest because there's no seat immediately ahead of them. Seats 19B, 19C, 19D and 19E have the tray tables in the seats in front of them.

I personally don't find seats with tray tables in the armrests particularly uncomfortable, but obviously everybody's different.
