It says 'Contact Westjet to add checked baggage'.
To self-answer, WS OLCI had a glitch- when adding a checked bag, it tried to charge me $60 (not even $40), as if I was checking in my second baggage. This made me to assume the first bag was already counted in, but no bag tag given at the kiosk.
A quick trip to the TA fixed the issue, letting me check one bag for free. Not 100% sure the 1st bag is included from the beginning, or TA just waived it.
