The BA52 was a reactionary delay to the BA53 LHR-SEA, and this was delayed due to a fuel discrepancy that required what is known as a stick check to assertain the correct amount of fuel in tanks. This is a time consuming process for just about any commercial sized aircraft and the larger, the longer the time it takes. I personally would say you are indeed in scope.
