When I call American or United, I call the US numbers, When I call Austrian, Lufthansa, or BA I call the local numbers in those countries. When I call JL or NH I call the Tokyo numbers. JL and NH always pick up quickly and are very helpful. If you have not tried calling Tokyo you have self-selected a second tier of service. The offices of airlines not in their home country are in my experience most like asking an assistant when one should be asking the person in charge. Not using VOIP to reach the right person is on the caller. Completely on the caller.
