The list of secondary inspection offices says there is one in Immigration in Terminal 3 in Haneda. Does anyone know if it is possible to buy revenue stamps at a local Japanese consulate? To which if you can't get revenue stamps until you clear customs seems kind of silly to have an office on that side of the fence. I presume a small number of people have Japanese residents that could mail them, and another small number of people might preplan and buy their revenue stamps on their first entry, but I'd presume that would be a really small number of applicants.
