Face express is different from the automated immigration gate machines. Face express is solely used to access security lines faster (and for boarding at some gates). Inbound immigration machines have always been for Japanese citizens (and some pre-registered foreigners). Foreigners still require QR code and entry stamp so they can't use the machines. Exit immigration machines are for everyone since Japan got rid of exit stamps.
