What I saw in Bangkok a couple of months back is that it seems like hotels are a bit finicky about this - some were clear to me in offering despite reports on here to the contrary (Marriott Sukhumvit) and others were clear that it wasn't offered (Renaissance Ratchaprasong) when others have mentioned it was offered.
And SGS goes even a further step beyond program rules by offering the Executive Breakfast in Rossini's!
