I don't disagree - I was mentioning Ambassador as a potential restriction of restaurant breakfast sans welcome gift choice to higher tiers (not sure of OP's status). What I saw in Bangkok a couple of months back is that it seems like hotels are a bit finicky about this - some were clear to me in offering despite reports on here to the contrary (Marriott Sukhumvit) and others were clear that it wasn't offered (Renaissance Ratchaprasong) when others have mentioned it was offered.

Luckily, legacy Starwood should still offer the welcome gift choice regardless - this happened at the Sheraton Hong Kong where they asked my welcome gift choice before bringing up club details - they didn't bring up breakfast, so I asked if that was a choice, and they said no need as all Elites get restaurant breakfast anyway.
