Is UA counting on breakage, sure.
As the value of 30,000 miles, while it may be challenging to find roundtrip transcons for 30K and certainty not international, regional or midcons saver economy can be found -- if not peak season. The same kind of itin as a $300-$400 roundtrip.
And a plus would be for UA, once they signup, they may fly more or use Chase MP cards to get more miles.
