I had relatives flying in the same situation. It was AC to TK with AC on a domestic sector. After raising this issue the check in agent said it cannot be done and I requested to speak with the supervisor who came and told her how to do it. I simply think they have no idea how to do it.
To be fair to TK, I had the same problem outbound with the AC agent in YYJ.
I see this as a *A requirements issue rather than something carrier specific.
