As far as i can tell in the OPs example all that has potentially happened is the initial agent quoting the booking made an error when quoting the cost of the change. This means that when ticketing check it they will then update notes and send it back to the original agent. It will say something along the likes of you have quoted X for additional cost but we get a figure of Y for the additional cost. If the additional isnt much some agents will callback to ask you to pay the difference in what was quoted or otherwise BA cover the difference.
However the important point is it isnt normal process for the price to change.
If an agent quotes the change correctly and holds the availability, the price wont change when a booking is sent for manual reissue.
