​​​​​​Yes, there used to be a 30 segment requirement for the AA EXP choice rewards (or whatever they're named today), but there is no longer any segment requirement for any (published) tier.

​​​​​​​Correct, credit cards, shopping/hotels portal, etc. I'm not sure what you'll have success with specifically in the UK though.
