I just flew two sectors of AirAsia in the Philippines. They may not weigh the carry on at the check in but they do look at it just before security. This is because people try to get away with carry ons more that they should. I saw a few carry on bags( not luggage) hidden behind a pillar and the pax later collecting them after check in. They got caught pre security with their extra stuff.
