If by "cost," you mean initial cost...then I have no recommendation.

If you are a frequent traveler, then buy Briggs and Reilly. They will cost you 150 to 200% more than cheap luggage, but will last a lifetime and have a full warranty. Your luggage will not leave you stranded with a broken wheel or handle, nor will it spend weeks in the luggage store being repaired.

Cheap luggage will just cause you trouble. Even TravelPro Platinum luggage, which is not cheap, is not very durable.

Although I have not done this, you can by Briggs and Reilly luggage used and the lifetime warranty still applies.
