According to the rules, should I add one more partner airline in, and can I have 2 open jaw, e.g. Toronto->London->Tokyo, and Tokyo->HK->Toronto, I redeem my tickets in 2 redemptions? Is it possible?

Yes, you need to add another oneworld airline.
Yes, you can have UP TO 2 open-jaws (or 1 or none).
You may also choose to redeem 2 one-way redemptions provided that LHR is a transit.
If you are confident you meet the rule requirement but CX's website won't issue it for you, just call.
