I think AS added the "refundable" wording so people would know that award redemptions could be canceled/changed without a fee. Before AS removed cancelation/change fees, they were subject to the same $125* fee as revenue tickets; waived for MVPG+ Elites.

* Partner award changes used to be fee free but AS implemented a $125 change fee if the departure was within 60 days. Again, those "close" in change fees for awards were waived for AS MVPG+ Elites.
